The former Manchester United and Liverpool striker has signed a one-year contract at the Britannia Stadium.
Owen was available as a free agent following his release from Manchester United at the end of last season.
Owen becomes City’s seventh signing of the summer, following the arrivals of Jamie Ness, Geoff Cameron, Michael Kightly, Maurice Edu, Charlie Adam and Steven N’Zonzi.
Owen could make his debut for Stoke City against Manchester City at the Britannia Stadium on 15 September.
