Brann has had a disappointing seasoon, but has big ambitions to turn things around for next season.
Club director Bjorn Dahl said: “Currently we do not have money to buy for. Should we bring in new players, they have to be financed through the sale of players we have in the club.”
Brann has signed players such as Birkir Mar Saevarsson, Michael Thwaite, Rodolph Austin, Gylfi Einarsson and Njogu Demba-Nyren in recent years.
Dahl continued: “There are no clubs in Norway who has spent more money than us in recent years. Others will assess whether there has been a sensible investment.
“What we are experiencing now means that we must be cautious.”
