Carlisle played 25 times for Torquay last season however a series of injuries prevented him from being offered a new deal at the end of last season.
Manager Paul Buckle told the club’s official website: “Wayne has worked very hard over the last couple of months and is looking fit and sharp, we had a good, long chat about his future and it’s great news that he has agreed to come back.
“A fit Wayne Carlisle is a big asset to this football club. He is very popular with the supporters and I’m sure that will be shown when he is back involved with the team.”
