It is believed the 23-year-old will join Wigan in a £4.5million in the January transfer window.
A Wigan source told the Sun: “It’s all agreed. The player will arrive on January 7.
“He fulfils the permit criteria and has only missed two games for Colombia through injury.
“Hugo is terrific and has all the attributes to be a success in England.”
