FA chief frustrated by Fifa

England failed in their efforts to win the rights to host the 2018 World Cup this week.

Fifa instead opted to award the hosting rights to Russia.

“I do not regret anything we have done,” Horne said.

“It was not a waste of money. That would be an unfair reflection on the work that went into it and the huge investment in time it took.

“I am very proud of what we produced.

“But it certainly appears to be the case that England could never have won because Fifa wanted it to go somewhere new.”

He added: “I need to speak to people involved from other countries, such as the United States and Australia, to understand what their views are.

“Fifa has an important role in world football. They do a lot of good work and the World Cup is a good competition.

“But we feel hugely let down. They put out a very clear process that people have followed and at the end they seem to have completely ignored it.

“If your ambition is to take the World Cup to a country that has never hosted it before, that is fine. But why not say so from the outset?

“In South Africa, Brazil, Russia and Qatar, Fifa now have a clear strategy of pushing the boundaries of football back.

“There is a growing list of countries you could give it to on that basis, China for a start.

“Hosting a World Cup is not an ambition we should give up on but we would have to think really carefully about committing to this process in future.”
