McCulloch could be set to win his first Scotland cap for almost two-and-a-half years, but is struggling with an ankle injury.
“There is a 99.9% chance that he is out,” confirmed Scotland boss Craig Levein.
“He has shown a significant improvement, but is looking very unlikely.”
