Brazil agreed, as all countries winning the right to host a World Cup, as Brazil is in 2014, to enact a special law for the competition.
“We haven’t changed a word of what was accepted and what was asked for by FIFA in 2007 so that Brazil would host this World Cup,” FIFA General Secretary Valcke told a parliamentary commission.
