The 23-year-old has signed a five-year deal with CSKA Moscow and will join the club for an undisclosed fee.
Tosic joined United in the January transfer window last year, but failed to make an impact at Old Trafford.
The Serbia winger impressed while on loan at German side Cologne for the second half of last season.
