Fletcher admits the Scots needs to be more consistent.
He told Sky Sports: “We should have had second place wrapped up. It’s been a disappointing campaign.
“All the players have got to take a look at themselves – it wasn’t good enough.
“We gave it one hell of an effort tonight but that effort is needed in all the games, not just tonight against Holland.
“We’ve been mightily unfortunate; we’ve had a lot of bad luck in this group. But also our performances haven’t been good enough.
“We have to learn from this campaign. We have to learn that you need performances like tonight and against Macedonia in every game.
“You can’t go through the motions in some games and raise it in other games, we need performances like this in every game.”
