The Portuguese defender’s contract is set to expire and he has long been exiled from Jefferies’ squad over the issue.
“I hope he has a change of heart but, having spoken with him about it for long enough, it’s highly unlikely. We have to move on,” Jefferies told the Edinburgh Evening News.
“Jose has been made a fantastic offer but he isn’t going to sign for that.
“He is a good player and we want him to stay but, if his mind is made up, and he’s moving on, then others have to be given a chance.
“I can’t leave players out who want to be here. They need to play to give me a chance to assess whether I want them or not.”
