In England, clubs can only recruit from within 90 minutes of their academies, and this is planned to be scrapped under the new scheme.
It would also mean that academies rated as Category 1 or 2 would get to sign youngsters earlier than Category 3 academies, ensuring that the best youngsters spend as much time as possible at the best clubs.
