The Sun reports that Spurs is set to sign Ince, but the winger will way at Blackpool on loan.
Ince turned down a move to Cardiff in pre-season as he wanted to stay in the north-west.
Everton, Newcastle and Aston Villa are also reportedly interested in signing the winger.
