The 16-year-old has already made his debut for Valerenga and will spend the week with Spurs.
Valerenga youth boss Andrea Loberto said: “Havard has been invited to Tottenham which shows we are doing something right with the talent coming through the club.”
Nielsen has impressed for Norway’s Under-16 team.
