Cavani impressed for Palermo last season scoring 13 goals for the club int he Serie A.
“Cavani will leave because it is the right move for him and his aspiration is to make a step up in quality,” explained director of sport Walter Sabatini.
Chelsea, Manchester City, Tottenham and Wolfsburg are among the clubs being linked with the striker.
Sabatini added: “There are negotiations in place with Wolfsburg and two other clubs, but so far nobody has secured a deal.”
