Cole has struggled with injury and lack of form since joining Liverpool from Chelsea on a free transfer last summer.
The Sunday Mail reports that Spurs will give the midfielder a full medical assessment this week before completing the move.
Cole will be reunited with manager Harry Redknapp, who helped bring Cole through at West Ham, at White Hart Lane.
Cole has cost Liverpool a total of £4.1million in wages so far.
