The Sunday Express reports that Spurs have spoken to the Hoffenheim midfielder about a move.
Sigurdsson has been allowed by Hoffenheim to select a new club providing the club meet the asking price.
The 22-year-old has recently appeared to follow his former Swansea City boss Brendan Rodgers to Liverpool in an £8million deal.
