The 26-year-old has failed to make the expected impact at Barcelona since joining the club from PSV Eindhoven in January 2011.
The highly-rated winger missed most of last season with a cruciate ligament injury.
“Afellay could go out on loan for a year,” Afellay’s agent Rob Jansen told Italian reporters.
“Yes, that is a possibility.”
Afellay has been linked with the likes of Arsenal, Liverpool, Inter Milan, AC Milan, Lazio, Fiorentina, Borussia Dortmund and Lille.
