The Football League rules state that a maximum of five players out of the match-day squad of 16, can be loan players.
A statement on the Leeds’ website said: “We can confirm that the club broke Football League regulations at Burnley.
“We will co-operate fully with the Football League on this matter and explain the extenuating circumstances.”
