Dalglish is refusing to risk the midfielder, who picked up a groin problem in the defeat of Chelsea at Stamford Bridge.
But Danish defender Daniel Agger has been cleared to play by Dalglish.
“Daniel is fit, but even though Steven is almost there and would love to play, we have got to take a long-term view,” Dalglish said.
