The People reports that City have been alerted by the 28-year-old’s frustration at White Hart Lane.
City are keen to bring in Defoe as striker Carlos Tevez could leave the club at the end of the season.
Defoe could join City in a deal that could see Craig Bellamy, currently on loan at Cardiff, move to White Hart Lane.
