The Sun says City boss Mark Hughes contacted Chelsea over a January move for the Ivory Coast striker, but was turned down.
City are now ready to offer Drogba a three-year deal worth around £150,000-a-week.
It is believed Chelsea would consider selling the 31-year-old at the end of the season.
