Moyes has already signed Sylvain Distin and Diniyar Bilyaletdinov, following their sale of Joleon Lescott in a £24million deal to Manchester City.
Moyes has held talks with chairman Bill Kenwright about making more signings.
“With the position Everton are in, I think we should be entitled to go out and spend the cash,” said Moyes. “We have made a profit in the last couple of years.
“We have finished fifth two years in a row. I might be at a different level to other clubs, but we have to be able to reinvest and go back into the market.
“We want a club which keeps aiming to progress, so I’m going to push the board really hard not just to spend the Joleon money but to spend more.
“You can’t be at the top of the league and want to be at the top of the league and not invest in the team. The team needs investment.
“Bill is doing everything he can to get me the money because we don’t have a big financial backer.”
