The Sun reports that Liverpool have made a new bid for the Rangers starlet after their initial bid was turned down by the Scottish side.
The Reds made a £1.5m plus bid last week but Rangers insists they will not let the 18-year-old leave the club on the cheap.
Tottenham have reportedly now conceded defeat in the race for the Scotland Under-21 starlet.
