Spurs have been linked with a move for the former Arsenal striker over the past couple of weeks.
“We are delighted to announce the signing of Emmanuel Adebayor on a season-long loan from Manchester City,” confirmed a statement on Spurs’ official website.
City football administrator Brian Marwood revealed earlier that Adebayor had undergone a medical at Tottenham.
But Marwood does not expect further players to leave the Etihad Stadium before the transfer window closes.
He said: “Emmanuel has had a medical at Spurs today ahead of a proposed loan move, and the others remain Manchester City players.”
