The Mirror reports that Sunderland boss Steve Bruce hopes to agree a fee with Freiburg for the highly-rated striker.
Bruce is prepared to offload some players to finance the deal for Cisse.
Cisse is expected to leave Freiburg in this transfer window and Spurs are also reportedly keen on the striker.
