The Sunday Mirror reports that O’Neill has been given the go-ahead from chairman Ellis Short to make a bid for Fletcher.
Fletcher is keen on a move to the Black Cats this summer and O’Neill is confident that a deal can be done.
O’Neill is also considering making a move for Blackburn’s free agent Junior Hoilett.
