Appiah is a free agent and can join Spurs for free, after leaving Fenerbahce in the summer.
The 27-year-old Ghanaian midfielder have also been linked with Juventus and several other big European clubs in recent months.
Redknapp is also keen to go back to his former club Portsmouth for England full-back Glenn Johnson.
