The 20-year-old has agreed on a two-year contract and joins Wolves on a free transfer as his contract with the Hammers expired earlier this summer.
“Frank is a player that our scouts have been watching,” new Wolves boss Stale Solbakken told the club’s official website.
“We think he has qualities that we can develop, and with his physical strength and power I feel that he can help us.
“He should be a useful acquisition to the squad and it is a good opportunity for him to come to a stable club and work hard.
“I think there is a win-win situation for both the club and the player. He is a young guy and he can add to his potential every week.”
