Berlusconi insists he will never sign the 20-year-old, due to the forward’s bad behaviour.
Berlusconi said: “There is a Milan style of behaviour that I don’t think is very close to that of Balotelli.
“Every now and then, he is distracted. His style doesn’t suit us.”
Balotelli has long been linked with a move to the Rossoneri.
