The Daily Mail reports that City are keeping tabs on the highly-rated England Under-21 international.
City boss Mark Hughes is having the youngster watched by scouts on a regular basis.
It is reported that a January bid for Rodwell is unlikely, but Hughes could make a move to bring Rodwell to Eastlands next summer.
