Mancini gave Balotelli his Serie A debut in December 2007, during the City boss’ time in charge at the Italian side.
Reports have suggested there are problems between current Inter Milan coach Jose Mourinho and the striker.
“I would bring Mario here with me because he is young and has great potential to be world class,” said Mancini to La Repubblica.
“He can resolve games for you, and I never had any complaints about him.”
