Afellay’s contract with PSV is set to expire at the end of the season and the 24-year-old has been linked with the likes of Barcelona, Manchester United, Liverpool and Arsenal in recent weeks.
Brands confirmed Barcelona’s move after PSV’s 4-2 victory over Excelsior in the Eredivisie.
He told Eredivisie Live: “It is difficult to stop a player from your own youth academy from joining a club like Barcelona. But Afellay has done his best for us, and Barca have come to us and they are willing to pay a fee (between €2m and €4m).
“Ofcourse, we are proude when this happens. The lad has been here since he was 10 years old. It’s magnificent for Afellay and it’s good for the PSV brand,” he added.
