The Sunday Mirror are ready to include Peter Crouch and Robbie Keane in a deal for the 21-year-old striker.
Carroll is also reportedly wanted by Manchester City and Chelsea.
Newcastle owner Mike Ashley has insisted that Carroll is not for sale at any price, but Spurs are prepared to tempt him by including Crouch and Keane.
Carroll signed a new five-year deal with Newcastle in October.
