The 28-year-old has just 18 months left on his current contract with Arsenal.
The Sunday Mirror reports that City are prepared to wait until the summer to make a move for the highly-rated striker.
City have already signed the likes of Kolo Toure, Gael Clichy and Samir Nasri from the Gunners in recent years.
