The 20-year-old joins the Red Bulls from Scottish side Hibernian, pending receipt of his visa.
“Victor is a promising young player who has gained some experience playing in Europe,” said New York General Manager and Sporting Director Erik Soler in a press release.
“He will certainly challenge for a spot in our squad and can provide us an option in midfield.”
