Terry is currently facing censure over using racially charged language to QPR’s Anton Ferdinand – something the Chelsea man denies using maliciously.
He quit international football on Sunday saying the FA had made his position untenable.
“It’s a personal decision. I don’t see how we have made it untenable, they are two very separate processes,” Horne said.
“It’s something that happened in a match – it shouldn’t be taking a year to resolve but we feel we are reaching a conclusion on that.”
