If Spurs are going to sign Alex they will have to negotiate with fellow Premiership side Chelsea.
Spurs are planning to make a £14 million offer at the end of this season.
PSV technical director Stan Valckx said yesterday that they had not received any offers for the player, but said: “There are two parties involved in this. Chelsea and the player himself.”
