The Hammers want to bring in Anelka after failing to land Darren Bent and Andrew Johnson this summer.
Anelka will be offered a £90,000-a-week salary at Upton park.
The Sun reports that Manchester United could also make a move for Anelka, should they faily to sign Argentine striker Carlos Tevez before the transfer window closes.
