Wenger has already brought in teenagers Aaron Ramsey and Theo Walcott for around £15million from the lower divisions.
It is believed Arsenal will face competition from Liverpool, Manchester United and Chelsea for the youngster.
Leeds boss Gary McAllister admitted: “There has been a lot of high-profile interest in Fabian, which has been kept quiet. There have been big clubs asking about his availability.”
