The 20-year-old has been strongly linked with a move to AC Milan and reports have suggested that he was ready to reconsider his future at Eastlands following the arrival of Edin Dzeko at the club.
“Balotelli in Italy? I think the English league is excellent for him, he can continue growing,” Mino Raiola told Sky Sport Italia.
“The project is based on him and the club has no problems. I think he has understood it is important to affirm himself in the Premier League and play a part of Manchester City’s history.
“Maybe he will go back in June, but not 2011, nor 2012.”
