The Germans want Emre to replace Owen Hargreaves who looks set to join Manchester United in the summer.
The 26-year-old has been fighting three race slurs in the last two months, but had his name cleared this week.
A Newcastle source said: “His agent said he wants a fresh start and that’s seen as the best solution for both parties.”
