The German club were keen to keep their talented goalkeeper, but have now confirmed he is moving to England.
Cologne academy chief Christoph Henkel said: “He’s going to go to England. We’re not happy about it and we don’t think it’s the right decision.
“We made him a very good offer with a view to becoming a senior player. But Bjorn opted for Blackburn.”
