The 20-year-old meet with Blues boss Luiz Felipe Scolari in London on Monday.
Scolari, who has been impressed with the Portugal Under-21 international this season, is keen on signing the youngster in the January transfer window.
Reports says Sa could return to Braga on loan for the rest of the season.
