Raul has not featured for Spain since being dropped just prior to Euro 2008, which the country won.
“Raul has the qualities to make the national team squad”, said the former Real Madrid coach.
“On 15th May we’ll name our provisional squad and maybe Raul will be in it.
“He’s playing at a high level in Germany, but he is not the only candidate to be involved.
“It is about whether a player fits in today’s Spain, not whether he is good enough.”
