The 22-year-old was close to joining Moutinho last summer and it is believed Sporting Lisbon is ready to settle for €14-15million for the playmaker this summer.
“I am able to play in a foreign league and The Premier League is the best thing that could come,” Moutinho told setanta.com.
“I know several clubs are interested, but the coach of Everton wanted me last year.”
