The 31-year-old joined Fulham from PSV at the start of last season, but has struggled to settle in London and reports claim he would be interested in a return to Mexico.
The Mexican side released a statement saying: “We inform you that we have received a response from Fulham Football Club of England, declining our offer to sign Carlos Salcido.”
Monterrey’s rivals Chivas and Pachuca are also reportedly interested in the Mexico international.
