Sky Sports News reports that City have agreed a fee with Newcastle United for the Republic of Ireland international.
Given has expressed a wish to leave Newcastle, who he joined from Blackburn Rovers in 1997.
Given has also been linked with Arsenal and Tottenham in recent weeks.
