Portuguese coach Jose Mourinho wants to bring in the 22-year-old to complement Swedish striker Zlatan Ibrahimovic up front.
The Dutchman has come through the youth ranks at PSV and his contract with the Eredivisie giants will expire in 2011.
It is believed the Dutch side would allow Afellay to leave the club for €11million.
