Balotelli has been linked with a January move to Manchester City, following the arrival of former Inter chief Roberto Mancini at Eastlands.
Mancini replaced Mark Hughes as City manager on Saturday.
“I think they (Manchester City) have made a great signing,” said Moratti on Mancini’s appointment.
“But they should not inquire about Balotelli for January because we are not selling him.”
