The 16-year-old has long been linked with a move away from the Israeli side and spent time training with Liverpool and Arsenal last year.
A statement from Maccabi read: “Maccabi Tel Aviv have reached agreement with English side Fulham for the transfer of youth player Omri Altman.
“The transfer is now dependant on him signing his professional contract.”
